大雨造成的洪水将小镇变成了一片汪洋，镇上警察们正气哼哼的督促每一家撤离避难。押运员汤姆（克里斯汀?史莱特 Christian Slater 饰）与查理在大雨中来到银行，为撤销分行而取走三百万美元现金，不久他们的押运车陷入了荒凉路段的塌陷不能前行，于是发出信号向国民卫队求助，岂料信号被早有准备的吉姆（摩根?弗里曼 Morgan Freeman 饰）等四人截获，吉姆等人暴力行劫，查理殉职，汤姆独自逃出，吉姆紧追不舍。汤姆在亡命途中偶遇留镇保护教堂艺术品的女子凯伦，终于得到报警的机会，警察们将汤姆扣留后寻找他藏匿墓地的现金。洪峰到来将警察冲散，而汤姆在凯伦的帮助下获得了自由，准备逃出小镇的汤姆一行不幸被吉姆堵截，而这时警察们的到来，为混乱的局势再添一重变数……收起
